Veritatem seems to be a bastardize version of old french/latin, which is probably why you can't find it in either dictionary. You need an translator from the Middle English/European era and I've no idea where to find one. But I quite agree with the laymans version of the definition. I, too, believe it to be something to do with "truth".

"est" by itself, in French (from my search online), means "east".

It is the regere that I can find no reference to at all. *sigh* Notice that it's repeated twice.
