Yeah, the King isn't even the game...he lives in Cyrodill City or whatever. Urelius Septiem or whatever his name is. You never even see him. You DO however meet (and in my case kill >:) ) the living God Vivec

Uriel Septiem is the *EMPEROR*. King Hlaalu Helseth, who lives in Mournhold is king of Morrowind. I suppose I could kill Vivec, but why? The whole situation with the Tribunal is quite seriously sad enough without killing Vivec. After Tribunal my character wanted to just throw his sword on the ground in disgust and walk away from it all. Responsibility is a bitch.

My character killed him because after nearly 90 hours of gameplay (and beating Morrowind and starting Tribunal) the game glitched up and gave me a negative 20 armor rating no matter what I was equipped with. Therefore, I used the God cheat and just went on a rampage. It was VERY VERY annoying.
